Foreign employer

Foreign employer registration in Finland

A company abroad can employ someone in Finland without setting up a Finnish company. We prepare your company's Finnish registrations, arrange the statutory insurances with the insurers you choose and set up the Incomes Register reporting, for a fixed 799 euros, invoiced without Finnish VAT to a company established abroad. After that we can run the payroll at 15 euros per payslip, in English or Finnish. Your company stays the employer; we are not an employer of record.

Is this the right route for you?

There are three ways to employ someone in Finland. This package is for the second.

RouteWho is the legal employerTypical fit
Employer of recordthe employer of record companytesting the market with one or two people
Your company as a foreign employeryour foreign companya lasting hire, without a Finnish entity
Finnish subsidiary or branchthe subsidiary; for a branch, your companya team, premises or Finnish customers

If you would rather have a Finnish limited company, our company formation package is 999 euros. The three routes are compared in detail in our article on hiring in Finland without a Finnish company, and a branch and a subsidiary in our article on branch or subsidiary.

What we set up, step by step

  1. Your route. Whether your company has a permanent establishment in Finland, whether it must or should join the employer register, and therefore whether Finnish tax is withheld and the employer's health insurance contribution paid. You get the answer in writing, with the reasons.
  2. A Finnish Business ID. The Incomes Register takes reports primarily under a Business ID. We prepare forms Y1 and 6204 for your foreign company, with the tax registrations your route needs, for your company's signatory to sign.
  3. Accident insurance, in force before the work starts. It is compulsory once the year's wages exceed 1 500 euros, and it cannot be taken out afterwards.
  4. TyEL pension insurance with a Finnish pension company, needed for a continuing employee. In 2026 the total averages 24.40 % of wages, of which the employee pays 7.30 %.
  5. Unemployment insurance, invoiced by the Employment Fund from the Incomes Register data once the year's wages exceed 1 500 euros.
  6. Incomes Register reporting: the Suomi.fi mandates, so that each payday can be reported within five days, and the employer's separate report where it is required.
  7. A calendar for the first year: every report and payment date, and what your company pays to whom.

What it costs to employ someone

At the 2026 average rates, the statutory employer contributions add about 19.9 % to the gross salary for an employer with a permanent establishment; without one, the health insurance contribution of 1.91 % is usually not paid.

After the set-up: payroll

Prices without VAT
WhatPriceWhat it covers
Sole trader69 € / monthBookkeeping, VAT returns, the business tax return at year-end, the accounting software, and the answers in between. No limit on receipts. Above 240 000 euros of turnover the company prices apply.
Company (Oy), turnover up to 240 000 €199 € / monthBookkeeping, VAT returns, the financial statements and the tax return at year-end, the accounting software, and the answers in between. No limit on receipts.
Company (Oy), turnover over 240 000 € up to 500 000 €249 € / monthThe same work for a bigger business. Still one fixed figure, still no limit on receipts.
Company (Oy), turnover over 500 000 €By quoteA monthly price set after we have gone through the business with you: its volumes, payroll, the monthly reporting it needs and any group companies. You get it in writing before anything starts.
Payroll15 € / payslipEach person paid on a pay date gets a payslip, so paying five people on the same date is 75 €. That covers the payslips, the Incomes Register report within five days, and working out the payments due on the 12th. Charged only in the months a payroll is actually run, whether that is once a year or every month.

Payroll is 15 euros per payslip, charged only in months with a pay date. We make the payslips, file the Incomes Register reports and tell you the amounts to pay; your company pays the wages, the tax and the insurance invoices from its own account. More on our payroll services.

What the package does not cover

  • Insurance premiums, taxes and contributions: they are your company's own costs, paid directly.
  • Employment contracts, residence and work permits, and the occupational safety notifications of a posting.
  • A full permanent establishment or corporate tax review. We tell you when the facts point to one, and it is quoted separately.
  • Acting as employer of record or as your representative. Your company remains the employer.

How it starts

Request a quote and choose "Company registered outside Finland". Tell us where your company is registered, how many people you will employ in Finland, where they live, and when the work starts. We verify your company and its beneficial owners, as the anti-money laundering law requires, and you get the scope and the fixed price in writing before anything starts. Start early: the accident insurance has to be in force before the first working day.

Frequently asked questions

Can a foreign company employ someone in Finland without a Finnish company?

Yes. It can employ directly as a foreign employer, insure the work in Finland and report each payday to the Incomes Register, without a subsidiary or branch.

What does the foreign employer package cost?

799 euros, once, invoiced without Finnish VAT to a company established abroad. Insurance premiums, taxes and contributions are paid by your company directly, and payroll afterwards is 15 euros per payslip.

Does registering as an employer create a permanent establishment?

No, registration does not decide it. A permanent establishment depends on what is actually done in Finland, such as a fixed place of business or someone who regularly concludes contracts for you, and on the tax treaty. We tell you if the facts point to one.

Do we have to withhold Finnish tax?

With a permanent establishment or effective management in Finland, or after registering as an employer, yes. Otherwise not, but the pay is still reported to the Incomes Register when the employee is insured in Finland or stays over six months.

Are you an employer of record?

No. Your company signs the employment contract and remains the employer. We prepare the registrations, arrange the insurances with you and run the payroll.

How long does the set-up take?

We prepare the forms as soon as we have your company's documents and have verified it. The Tax Administration then processes the Business ID; the insurances can usually be arranged in parallel, and the accident insurance must be in force before the work starts.

Tell us about your business

Say whether you are a sole trader or a limited company, roughly what your yearly turnover is, and whether you pay salaries. You get a written price before anything starts.
